CITY COUNCIL PROCEEDINGS
JULY 11, 2016
Mayor Mike Barrett called the monthly meeting of the Weeping Water City Council to order at 6:00 p.m., on July 11, 2016 at City Hall with the following members of the council answering roll: Lawrence Mozena, Kelly Nutter and Timron Gilfert. Absent: Ray Frew. Notice of the meeting was given in advance thereof by publication in the July 7, 2016 edition of the Plattsmouth Journal. The posted location of the Open Meetings Act was noted by the Mayor. Motion by Gilfert, seconded by Nutter to approve the minutes of the June 13, 2016 meeting. Ayes: Mozena, Nutter, Gilfert. Nays: None. Absent: Frew.
No one spoke during Open Forum.
Monthly Reports: Fire-Daryl Ervin presented the Monthly Fire Report, stating there were 4 calls during the month. Motioned by Mozena, seconded by Nutter to approve the application of Jeremy Essary to the department, if Fire Department votes to approve the same. Motion passed with all council members in attendance voting aye. Absent: Frew. Per Larry Schliefert from the Manley Rural Fire Department, Cortney Struthers decided not to pursue membership to the department. Rescue-Mayor Mike Barrett read the rescue report provided in advance by Chief Bobby Lawrence. 4 calls during the month of June and 4 calls in July. Motioned by Gilfert, seconded by Nutter to approve the application of Alisha Ridge to the Ride-A-Long Program. Ayes: Mozena, Nutter and Gilfert. Nays: None. Absent: Frew. After discussion regarding some of the protocols of the Rescue Squad, Mayor Barrett agreed to contact Medical Director Dr. Ernst. The Maintenance Report and Water/Wastewater Report were presented by Kurt Powles and Bruce Sorensen respectively. Health Board-Discussion was held regarding several properties in town that need attention. Pet citations will be issued this month for those who have still failed to license their pets after several attempts to get them to do so.
Under Old Business-Following discussion regarding city-wide waste disposal and recycling costs, motioned by Gilfert, seconded by Nutter to allow the following increases to compensate for rising fuel and landfill costs: $3.50 per month increase for residential accounts and a 15% increase to commercial accounts. Motion carried with all members of the council present voting aye. Absent: Frew. It was noted that a new contract and ordinance reflecting the same will be prepared and presented at the August meeting for final approval.
After discussion was held regarding the costs of the new water well project, motioned by Mozena, seconded by Gilfert to approve new water rates as follows: Residential: $23.00 Base Rate with $1.75 per 100 cubic feet usage; Commercial: $33.00 Base Rate with $1.85 per 100 cubic feet usage; Industrial $50.00 Base Rate with $1.95 per 100 cubic feet usage; and to authorize the City Attorney to prepare a proper ordinance reflecting the same to be presented for consideration at the August meeting. Ayes: Nutter, Gilfert and Mozena. Nays: None. Absent: Frew. It was noted that the rates will still be lower than water rates in the surrounding area.
Motion by Gilfert, seconded by Mozena to approve the Sales Tax Committee’s proposal for distribution of sales tax revenue for 2016-17, which includes allocations for the ball park light project loan payment, the auditorium loan payment, the rescue squad loan payment, the motor vehicle tax allocation, rebates for New Home Builders inside the city limits, allocation to the Economic Development Committee and an allocation for street improvements. Motion carried with Mozena, Nutter and Gilfert all voting aye. Nays: None. Absent: Frew.
Library Director, Aimee Morlan, spoke to the council regarding extending the hours the library is open on Tuesdays and Thursdays to 1-8 p.m. every week and increasing Chris Lawrence wages to $10.00 per hour. After discussion, motion by Gilfert, seconded by Nutter to approve $10.00 wage increase for Chris Lawrence for both library and office work effective July 12, 2016 and increase the library hours effective September 1, 2016. Motion carried with all council members present voting aye. Nays: None. Absent: Frew.
Updating the campground rules and regulations was tabled for further review.
It was noted that the following permit activity was recently approved: Building Permit: PCS Phosphate-2 Accessory Buildings in excess of 120 square feet; Melvin Sedbeck Homes-New Residence; Jon Oliver-Accessory Building in excess of 120 square feet. Miscellaneous Permit: S. Lorensen-Accessory Building; M. Baier-Accessory Building; K. Cover-Fence; J. DeBaere-Accessory Building/Chicken Permit; J. Frazier-Fence; M. Dehne-Accessory Building; C. Lindsey-Deck; J. Umland-Fence.
Discussion was held regarding budget projections and capital expenditures for the ensuing year, which will continue to be pursued.
